Reports from human rights organisations, media, and the United Nations show that the attack suffered by Hazmeh in 2014 is just one example of a systematic pattern of abuse, whereby the Israeli army, police, and prison services frequently use dogs to threaten and attack civilians, including toddlers, the elderly, and persons with disabilities. Dogs are also used to torture imprisoned Palestinians, including, according to media reports, through rape.
SOMO received sixteen victim and witness testimonies collected by Palestinian human rights organisations Al-Haq and Al Mezan, describing different types of dog attacks by the Israeli army since October 2023. These testimonies paint a gruesome picture of the ways in which dogs are used to brutalise Palestinian civilians...
The export of military dogs is largely unregulated and falls under the same administrative procedures as the exporting or moving abroad of domesticated household pets.
The 2014 attack against Hamzeh brought national media attention to Four Winds K9 and led several Dutch parliamentarians to call for an immediate halt to the export of dogs to the Israeli army. This prompted the Dutch government to explore a dual-use export license regime applicable to dogs set for export to Israel. Under such a system, goods and animals that can be used for both civilian and military purposes would require an export license, with the state assessing the human rights risks of such exports before granting a license. Despite the clear human rights risks, the Dutch government decided not to introduce such a licensing regime. Even today...the Dutch government remains reluctant to address the risk of Dutch dogs being used in unlawful attacks by Israeli forces...
SOMO asked the Dutch customs authority for an aggregated, anonymised breakdown of export figures of dogs exported to Israel, specifically the Israeli Ministry of Defence, by private actors and if applicable the Dutch Ministry of Defence. The customs authority responded to SOMO in an email on 17 February 2025, saying that it could not share this information...due to "privacy regulations".
However, SOMO was able to obtain information from the Netherlands Food and Consumer Product Safety Authority (NVWA) showing that, between October 2023 and February 2025, the NVWA issued 110 veterinary certificates 14 required for the export of dogs by Dutch military/police dog companies to Israel. Of these 110 certificates, 100 were issued to Four Winds K9. Another four certificates were issued to Police Dogs Centre Holland, and six were issued to K10 Working Dogs.
On 17 March 2025, SOMO approached Four Winds K9, Police Dogs Centre Holland, and K10 Working Dogs for information about (i) the identity of their Israeli purchasers, (ii) the usage of dogs by these purchasers, (iii) how they ensure their dogs are not used in international law violations, and (iv) whether they ever received information from the Dutch government before or after 7 October 2023 about the legal risks of supplying police dogs to Israel. To date, none of the companies have responded to SOMO's inquiries.
Under Dutch law, companies and corporate leaders exporting dogs to the Israeli army can be held criminally liable when their supply of dogs enables and/or exacerbates war crimes or acts of genocide committed by the Israeli army.
But there are also clear legal obligations for the Dutch State to prevent that dogs exported from the Netherlands are used in violations of international law by Israel...

In an exclusive interview with MEE, a Palestinian former prisoner in Israeli Ofer prison, who wished to remain anonymous, described being subjected to torture and sexual assault by Israeli guards, including being held down and forced to be raped by a dog.
MEE's reporting adds further weight to widespread serious concerns about Israel's systematic mistreatment and use of sexual violence against Palestinian prisoners.
Earlier this year, a United Nations inquiry accused Israel of using sexualised torture and rape as "a method of war... to destabilize, dominate, oppress and destroy the Palestinian people".

The dogs are also used to intimidate, beat, and sexually assault prisoners and detainees in Israeli detention facilities.
Numerous incidents of Israeli forces using large police dogs during military operations in the Strip have been recorded by the Euro-Med Monitor field team, particularly during raids of homes, shelters, and medical facilities.
These ways include checking out sites before raids without having to enter them, by strapping surveillance cameras to dogs' backs, as well as allowing dogs torepeatedly maul or otherwise attack civilians, without any interference from members of the Israeli arm. In fact, according to testimonies, Israeli forces often order the dogs to attack civilians, and then mock the victims of the attacks.
The Israeli army's systematic use of dogs during home raids suggests that the recent attack on Dawlat Al-Tanani, an elderly woman in Gaza City whose mauling by a dog was caught on video and went viral, is not an isolated incident. Rather, her case came to light because it was captured on camera and published.
Sixty-year-old Al-Tanani, who was attacked on 14 May by an Israeli army dog in her home in the Jabalia refugee camp in the northern Gaza Strip, told the Euro-Med Monitor team:
"I was sleeping in my house, which I refused to leave after the Israeli army entered the Jabalia camp. I woke up to the sound of Israeli forces breaking through the wall and into my home. A dog wearing a camera on its back attacked me in a matter of seconds, biting my shoulder and eventually reaching my bone with its fangs. He dragged me outside. As I screamed loudly, the soldiers laughed and offered me no assistance or medical attention. When the dog kept biting me while I was screaming, a relative who was present in the house came to my aid and shoved the dog with his crutch. I was bleeding heavily. My relative managed to shut the room's door and, in vain, yelled at the soldiers to assist me. He attempted to halt the bleeding with a scarf, and the following day I was moved to Al-Yemen Hospital, then to Kamal Adwan Hospital and [later to] Al-Awda Hospital. However, the available medical services were limited, and despite wearing a splint, my injury persists."
Testimonies were also given to the Euro-Med Monitorteam regarding the use of Israeli army dogs during the recent invasion of the Al-Shifa Medical Complex in March 2024, as well as the mauling of dead bodies and displaced people in the hospital courtyard in late 2023.
"Israeli forces stormed the Al-Youssef Building in the vicinity of Al-Shifa Hospital at around 9 a.m.," 67-year-old Youssef Faza told Euro-Med Monitor.
Faza explained: "When the soldier opened the apartment door, a black dog barked at me, biting me in the chest, ripping my feet off, and dragging me all the way from the front to the back of the flat. After I had lost a lot of blood, one of the soldiers [eventually]pulled it away from me."

The following statement was made by a woman who requested anonymity due to safety concerns: "Israeli forces stormed our house [and] brought the dog into the apartment as soon as the door was open. It bit my elderly husband on the chest, stomach, and leg, causing him to bleed profusely, without the army intervening." Similarly, M.S., a mother of a two-year-old girl, said: "The Israeli forces stormed our house, brought the dogs in, and attacked us. It was a terrifying situation. After taking us outside, they killed my husband's uncle and grandfather and made us move to the south."
Dr Islam Sawali revealed last February that the Israeli army stormed Khan Yunis' Nasser Hospital with dogs to forcibly evacuate the medical staff and displaced people sheltering there.
A Euro-Med Monitor field team documented the use of dogs to attack and terrorise women and children during the storming of shelter centres in different phases of the Israeli army's ground operations in Gaza City, the Strip's north, and Khan Yunis.
The most dangerous and horrifying form of this type of violence, however, has been against male Palestinian prisoners and detainees. This is one of the Israeli army's many crimes of systematic sexual violence against Palestinian detainees, which also includenudity, sexual harassment, threats of rape, and placing sharp objects in the victim's buttocks.
Euro-Med Monitor received horrific testimonies from recently released detainees confirming the brutal and inhumane use of Israeli police dogs to rape prisoners and detainees. Lawyer Fadi Saif al-Din Bakr, who was released on 22 February after 45 days of detention, told the Euro-Med Monitor team:
"They held me in a building they called 'Diapers' and forced me to wear diapers for two days. Then they dragged me into a dark, musty-smelling, closed-off room with an iron chair in the centre. The soldiers bound my arms while I was sitting on it. I was speaking normally before I lost consciousness for a while. By the time I woke up, my foot had exploded from the electric shocks [they had given me]. The military doctor then gave me an Acamol pill, and since I was unable to move or speak, the soldiers brought me back to a barn's and [put me in] a container for a few hours. I remained in the barn until, after a while, the soldiers hurriedly drove me and two other young men to a different location in a military jeep.
"There, the soldiers took off the blindfolds covering our eyes for the first time. The soldiers later pulled the young man sitting to my right, forced him to sleep on the ground, and tied his hands and feet. Suddenly, the occupation soldiers let loose trained police dogs on the young man, who was subjected to [rape]. Throughout the entire ordeal I endured, this was among the most awful things that I witnessed. Everything was a lot [to go through], and this was just one more [incident] added to the heap of torments. I was hoping todie so that this would not happen to me, but one of the soldiers told me to get ready. [Yet] something miraculous happened in the prison; the torture session quickly ended, and we were brought back to the barn."
Thirty-six-year-old Hassan Abu Raida, another released detainee, stated: "They moved me and the other detainees to a prison. They threw us to the ground and made the dogs urinate on us [as we lay there]. In addition, one of the soldiers struck my right knee with an iron pipe, and I am still recovering from that injury."
Dr Hamed Abu Al-Khair, who was detained by the Israeli army from Gaza City's Al-Shifa Hospital, stated: "We were under attack by multiple squads, including the suppression squad, which attack us twice a week, hurling sound bombs at and around us, and forcing us to sleep on our stomachs and to raise our hands up. Sometimes the dogs were let loose on us, torturing us systematically and sometimes collectively. Dogs used to frequently injure and maul us. A few of us suffered from severe dog bites, to the point where we could hear bones cracking due to the extreme pain they caused. Many of the detainees suffered from suffocation and fractured rib cages as a result of the iron rods they used to beat and assault us."
According to the Rome Statute of the International Criminal Court, the Israeli army's practice of carrying out these vicious attacks against Palestinian civilians, intimidating them, violating their dignity, and purposefully causing them great pain and suffering,amounts to the commission of crimes such as rape, serious sexual violence, torture, and inhuman treatment - crimes that fall under the purview of war crimes and crimes against humanity.
These violations come as part of the Israeli crime of genocide in the Gaza Strip, ongoing since 7 October2023.
Euro-Med Human Rights Monitor emphasizes that one of the most abhorrent crimes that needs immediate investigation to ensure its cessation and the accountability of all perpetrators is sexual violence, which has seriously escalated recently and includes the use of dogs to rape prisoners and detainees.
The international community has legal obligations to stop Israel from committing genocide and other serious crimes against the people of the Gaza Strip, including prisoners and detainees. It also needs to use effective pressure tactics to put an immediate stop to Israel's criminal activities, pressure it to abide by international law, and protect Palestinian civilians in the Strip.
The international community must force Israel to immediately cease its practice of forcibly disappearing Palestinian prisoners and detainees from the Gaza Strip; to immediately reveal the location of all secret "detention facilities", i.e. concentration camps; to reveal the identities of all Gazan detainees, along with their fate and places of detention; and to assume full responsibility for their safety and lives.
The Working Group on Arbitrary Detention and the Special Rapporteur on the subject of torture and other cruel, inhuman, or degrading treatment or punishment must also swiftly and impartially investigate the detention conditions of all Palestinians in Israeli prisons and detention centres, including those killed there since the start of Israel's genocidal war on the Strip, and take appropriate action to hold those responsible accountable and provide justice to the victims.

The Israeli journalist Shaiel Ben-Ephraim has confirmed - via admissions from IDF militants guarding Sde Teiman, Israel's torture dungeon for Palestinian- that the IDF has been training guard dogs to rape Palestinians inside the torture facility.
"Some have said that claims that Israel uses dogs to sexually abuse prisoners are antisemitic blood libels. Unfortunately, there is a good deal of evidence," Ben-Ephraim wrote, adding that, "I talked to two guards in Sde Teiman, on more than one occasion. One had seen this happen and said it was too awful to talk about. The other said that he had heard about it from others and believed it was true. This happened. This is happening still. The evidence is too overwhelming."
Multiple released Palestinian detainees speaking to human rights organizations have previously recounted being rape by Israeli guard dogs.
The Palestinian Centre for Human Rights (PCHR) documented that "A.A., a 35-year-old Palestinian man and father, was arrested while at Al-Shifa Hospital in Gaza City in March 2024. He told PCHR's field researcher about the brutal torture he endured during 19 months of detention, including forced stripping, obscene insults, threats of rape against him and his family, culminating in his rape by a trained dog inside the Sde Teiman military camp."
He told PCHR, "We were stripped completely. Soldiers brought dogs that climbed on us and urinated on me. Then one of the dogs raped me - the dog did it deliberately, knowing exactly what it was doing, and inserted its penis into my anus, while the soldiers kept beating and torturing us and spraying pepper spray in our faces. The dog's assault lasted about three minutes; the overall suppression lasted about three hours. Because of the severe beating, all of us sustained injuries across our bodies."
In a recent report on the mass rape at Sde Teiman, the human rights NGO Euro Med Monitor documented multiple cases of IDF-trained dogs being used to rape Palestinian detainees.
43-year-old Wajdi, who spent a year in detention, told the organization that "a soldier raped me. I felt severe pain in my anus and screamed, but every time I screamed, I was beaten. This continued for several minutes, while soldiers filmed and mocked me. Later, they untied me and brought a dog, which also raped me."
35-year-old Amir also told the organization, "The soldiers brought in several dogs. One of them urinated on me. One of the dogs then raped me, penetrated my anus in a trained manner while I was being beaten."
35-year-old A.S also said, "We heard dogs barking in the area, and from time to time, the dogs would urinate on us while we were detained in the metal cages. The shock came when they forced me to lie down, and a dog climbed on top of me and tried to insert its penis into me. At first, I did not understand what was happening, but then I realised that I was being raped".
Firas, who was arrested by the Israeli army in the Gaza Strip, told the organization that, "During my detention in Sde Teiman, they called me and two other detainees I did not know and took us to a concrete courtyard. They removed our blindfolds, took one detainee, stripped him of his clothes, and brought in a huge dog that raped him in front of us. The dog appeared to have been trained to do so. The young man screamed loudly for two minutes, after which they took the other detainee and me to another location."
Now, Sde Teiman guards have confirmed that the IDF was deliberately training guard dogs to rape in order to use them as torture against Palestinian detainees.

Sexual and gender-based violence against Palestinians during the Gaza war
During the ongoing Gaza war, Israeli male and female soldiers, guards and medical staff have reportedly committed wartime sexual violence against Palestinian women, children and men[1][2][3][4] including rape, gang-rape and sexualized torture and genital mutilation.[5][6][7] In February 2024, UN experts reported at least two cases of Palestinian women being raped by male Israeli soldiers.[8] Palestinian boys and men have also been reportedly raped and subjected to torture, and in some cases, the impact of rape and torture has led to death of the victim.[9][10]
In its June 2024 investigative report, the UN's Independent International Commission of Inquiry on the Occupied Palestinian Territory (CoI) concluded,
The frequency, prevalence and severity of sexual and gender-based crimes perpetrated against Palestinians since 7 October across the Occupied Palestinian Territories (OPT) indicate that specific forms of Sexual and gender-based violence (SGBV) are part of Israeli Security Forces (ISF) operating procedures.[11] ...
In June 2024, a Palestinian prisoner released from the Sde Teiman detention camp gave testimony that prisoners were raped by dogs.[46]
In July 2024, Mohammed Arab, a journalist who was arrested in March while covering the Israeli siege of Al-Shifa Hospital, testified to his lawyer Khaled Mahajneh that he had witnessed systematic use of rape, sexual violence, torture and killing in the detention camp.[46] One detainee "was completely stripped and electrocuted, his genitals were yanked".[47] Arab also testified that Israeli guards sexually assaulted six prisoners with a stick in front of other detainees.[46] As Mahajneh recounted: "When he talked about rapes, I asked him, 'Muhammad, you're a journalist, are you sure about this?'"..."But he said he saw it with his own eyes, and that what he was telling me was only a small part of what was happening there."[46]
In early August, Ibrahim Salem, who appeared in one of the first leaked photos from Sde Teiman, was released after being held there for 52 days without charge.[3] He reported widespread torture, including by medical staff, as well as electrocution during interrogations, sexual abuse, constant beatings, forced stripping, genital grabbing, and frequent occurrences of rape committed by both male and female soldiers. Children were also subjected to rape.[48][49] In one instance, a prisoner in his 40s was handcuffed and forced to bend over a desk while a female soldier inserted her fingers and other objects into his rectum. If the prisoner moved, a male soldier positioned in front of him would beat him and compel him to remain in that position. ...

The updated information indicates that Israeli prisons continue to function as a network of torture camps for Palestinians, with the systematic abuse even more extensive than before. This includes physical and psychological abuse, inhuman conditions, deliberate starvation and denial of medical care, all of which has led to numerous deaths. Some witnesses also described undergoing or witnessing sexual violence and abuse. The transformation of prisons into a network of torture camps is part of the Israeli regime's coordinated onslaught on Palestinian society, aimed at dismantling the Palestinian collective.

The Iranians know these two by now which is a great advantage in negotiation. 2. The Iranians know that these two Netanyahu's friends have neither education nor skills in diplomacy. 3. The inevitable failure of the negotiation will further validate the widely acknowledged thought that the USA is controlled by the Jewish State and happy to send its youngsters to die for Israel. 4. All indicators point to a growing world fatigue with the Jewish State: its politics, its aggression, its genocidal zeal , its lies, its dirty economy, its global lobby-pretty much everything about it. Most significant, of course, is the well-documented American popular anti-Israel shift. The madman at the helm notices it. He has gathered that, at least within his base, an act of rebellion against his Tel Aviv masters might buy him some time, it may even reinstate some of his lost credibility. I have been telling you all along that Iran's primary objective was not destroying Israel but weakening the USA first: dismantling its regional power, separating the American colony from its Jewish (mother) State. If I am reading the picture correctly, this is what we see before our eyes. The Ginger Caligula grasps that for America to have a tomorrow, and for him to survive somehow, the USA must cut its losses. It will remove itself from the Middle East and rebel (or even just pretend to rebel) against Jerusalem. The open question is whether the masters: both the ones in Zion and their caretakers in the USA, i.e., the lobby, the financiers, the media, the American compromised political class-will let the Ginger Caligula off the hook.
